I think it's pretty cool that card templates are released so players can create their own characters. My question here is kind of on the other side of that spectrum.

Is it acceptable for independent designers and developers to use Sirlin's Fantasy Strike characters and settings for fan-made, free-to-the-public, no-cash-for-the-dev games?

On sites like ng and kong there are of course hundreds of fan-games featuring Sonic, Mario, Megaman et all. I hope there'd be nothing wrong with spreading a little love for the Fantasy Strike characters. Of course I'm also assuming anyone who did something like this would acknowledge Sirlin's property over the characters, setting, etc.
